What is this?
Bill 124 - Came into law - July 1, 2005

Requires all designers to pass the OBC exams, be registered with the Ontario Ministry of Municipal Affairs and Housing, and have professional liability insurance.

Each designer must pass with a minium of 70% on EACH exam to qualify, and the exams must be completed by the end of May, 2005. ... 70% of those writing are failing the exams.

How it got started
Since 2000, the Ontario Ministry of Municipal Affairs and Housing started to look at how to streamline the building permit process in Ontario.

During this process, it was found that a great amount of time was spent doing house plan reviews and examinations before any building department could issue a permit.

Many house plans were rejected for permit due to poor design, drafting, and building
code compliance.

Reason was... many house plans were done by people with little skills and little knowledge
of the code.

This created long delays at Building Departments across Ontario for issuing permits.

What is the purpose of Bill 124?
1. Create a licensed body of design professionals.
2. Force all house plans to be building code compliant.
3. Speed up the building permit process.


Ok... so what happens now.
1. As of July 1, 2005 - No license # on your plans = no permit.
2. If your designer is not getting licensed now...You won't get a permit.
3. Make sure you hired a licensed designer.
